Scoping Consultation for the Nuneaton and Bedworth Borough Local Plan

Why are we consulting?
Nuneaton and Bedworth Borough Council is seeking views from residents, businesses, landowners, infrastructure providers, community groups, people working in the Borough and other stakeholders on a new Local Plan.
The Council’s current Local Plan, known as the Borough Plan Review, was adopted in December 2025. This was followed by the Town and Country Planning (Local Planning) (England) Regulations 2026 coming into effect in March 2026. Councils across England with a recently adopted local plan that does not meet the new local housing need threshold must begin preparing a new Local Plan, in line with the new plan-making system and within a 30-month timeframe.
Nuneaton and Bedworth Borough Council is one of many local planning authorities in England which these new arrangements impact and therefore, in line with the new plan-making system, preparatory work has commenced on a new Local Plan which will be known as the Nuneaton and Bedworth Borough Local Plan (NBBLP). As part of this, the Council has launched a Scoping Consultation, providing an opportunity for early engagement in the plan-making process. This is the first of three consultation stages in the development of the NBBLP.
Your feedback, at this early stage, will help us identify the key issues affecting the Borough, understand local priorities, needs and opportunities and shape the vision, priorities and scope of the NBBLP. This is an important opportunity to influence the direction of the Plan before detailed policies and site options are prepared. The consultation also focuses on how people would like to be involved as the plan progresses.
How do I respond to the consultation?

If accessibility or technical difficulties arise when using the online form, please email planning.policy@nuneatonandbedworth.gov.uk for a Word version of the scoping questions.
Hard copies of the NBBLP Scoping Consultation document are available to view and hard copies of the scoping questions are available to collect from the Town Hall and Nuneaton, Bedworth and Bulkington Libraries. Once completed, the scoping questions should be posted to Planning Policy, Nuneaton and Bedworth Borough Council, Town Hall, Coton Road, Nuneaton, CV11 5AA by the end of the consultation period.

Call for Sites - Summer 2026
- Submissions are now being accepted (Monday, 29 June, at 9:00am to Monday, 10 August, at 11:59pm)
The Council is required to begin preparing a new Local Plan following the introduction of the Levelling Up and Regeneration Act in October 2023, the publication of the Government’s updated National Planning Policy Framework in December 2024 and the new Town and Country Planning (Local Planning) (England) Regulations 2026, which came into effect in March 2026.
Landowners and developers are being asked by Nuneaton and Bedworth Borough Council to come forward with sites that may be suitable for future development within the Borough, with a site area of 0.25ha or above, that could be used for future development uses, including:
- Housing (such as market, affordable, older persons and gypsy and traveller accommodation)
- Employment (such as offices, warehouses and industrial)
- Retail (such as convenience stores and supermarkets)
- Social Infrastructure (such as community centres, green space and schools)
All of the sites submitted will be subject to a detailed assessment in order to establish their suitability, availability and achievability in meeting any future needs for the Borough.
How do I submit a site for assessment, as part of this Call for Sites:

Once completed, these should be posted to Planning Policy, Nuneaton and Bedworth Borough Council, Town Hall, Coton Road, Nuneaton, CV11 5AA by the end of the consultation period.
Please note: Sites should be 0.25ha or above and sites submitted during the 2024 Call for Employment Sites or the Call for Sites – Summer 2025 do not need to resubmitted unless the promoters of these sites would like them to be considered for alternative land uses. Any sites submitted during historic Call for Sites processes, prior to the 2024 Call for Employment Sites, need to be resubmitted in order to be considered going forward.
This exercise is being conducting in line with the framework outlined in the Housing and Economic Land Availability Assessment (HELAA) methodology. This methodology was produced in collaboration with other Local Authorities within the Coventry and Warwickshire sub-region.
