Consultations on planning policy

This webpage holds a list of current consultations on key strategic planning documents drafted and other policy matters currently being consulted upon, by the Planning Policy Team, such as Supplementary Planning Documents (SPD) and, when necessary, Local Plan reviews.

When documents are published for consultation, they will be listed here alongside the time period in which we are accepting responses.

Borough Plan Review - Regulation 19 consultation

What is the Borough Plan Review?

The Borough Plan Review sets out where new homes, workplaces and other developments should be built to meet the needs of the Borough, while conserving the area's most valuable environmental assets for the plan period 2021 - 2039. The Borough Plan Review provides policies and guidance on how planning applications are determined.

What is the Regulation 19 consultation?

The Borough Plan Review - Regulation 19 consultation has now closed.

The Regulation 19 consultation presented the opportunity to make representations before the Borough Plan Review is examined by a Planning Inspector. The Regulation 19 consultation followed on from the Regulation 18 consultation that took place between 13 June and 22 July 2022. 

What representations made, to the Regulation 19 consultation, focussed on?

Legal compliance

To ensure legal compliance, the Publication version of the Borough Plan Review should:

  • have been prepared in accordance with Nuneaton and Bedworth Borough Council's latest Local Development Scheme.
  • be accompanied by a Sustainability Appraisal and Habitat Regulations Assessment.
  • have a consultation carried out in accordance with Nuneaton and Bedworth Borough Council's Statement of Community Involvement.
  • comply with all relevant laws including the PCPA and the Town and Country Planning (Local Planning) (England) Regulations 2012. 

Soundness

To ensure the Local Plan is sound, it should meet the following criteria:

  • Positively prepared - Provides a strategy which, as a minimum, seeks to meet Nuneaton and Bedworth's objectively assessed needs and is informed by agreements with other authorities, so that unmet need from neighbouring areas is accommodated, where it is practical to do so, and is consistent with achieving sustainable development.
  • Justified - An appropriate strategy, taking into account the reasonable alternatives, and based on proportionate evidence.
  • Effective - Deliverable over the plan period, and based on effective joint working on cross-boundary strategic matters that have been dealt with rather than deferred.
  • Consistent with national policy - Enabling the delivery of sustainable development in accordance with the policies in this Framework and other statements of national planning policy, where relevant. 

Duty to Cooperate

To ensure the Local Plan complies with the Duty to Cooperate, it should meet the following criteria:

  • The Council has engaged and worked effectively with neighbouring authorities and statutory bodies.

Proposed Gypsy and Traveller Site Allocations Development Plan Document

Article 4 Directions: Abbey and Bulkington

This consultation has now closed

A review of Article 4 Directions in the Abbey and Bulkington Conservation Areas has recently been carried out to ensure they are still relevant. The review concluded that the Article 4 Directions which were implemented in 2008 should be rescinded, and new Directions implemented.

On 13 September 2023, the council resolved to serve new Article 4 Directions on selected properties within the Abbey and Bulkington Conservation Areas which apply from 20 September 2023.

The Directions will be in place initially for a six-month period. Public views on the Directions to continue will be assessed by consultation. A decision will subsequently be taken on whether to confirm the Directions permanently or let them lapse.

Previously, representations could be made, concerning the Article 4 Directions, between 20 September 2023 and 9 November 2023 inclusive. However, the consultation has now closed.

Statement of Community Involvement

One of the main principles behind the planning system is community involvement. We encourage the public, local organisations, businesses and other interested parties to have a say in different aspects of planning.

The Statement of Community Involvement (SCI) sets out the way the Council will involve the local community, stakeholders and statutory bodies, in the preparation of new planning policy documents and in consultation on planning applications.
