Nuneaton and Bedworth Borough Council is urging residents to share their opinions on the proposed changes to the Council Tax Reduction Scheme, as the consultation launched this week.
Council Tax Reduction (CTR) can be claimed by people on low income to support them paying their Council Tax.
The Council wants to replace the existing Means Testing system, which is largely based on the previous Council Tax Benefit system, with an Income Banded Scheme from 1 April 2027.
The aim of these changes is to:
- Support the lowest income households
- Support families and applicants who receive disability benefits
- Make the scheme work better for Universal Credit claimants
- Make the scheme easier to understand, access and manage
- Take away the need for constant changes in award
Pension-aged claimants will not see any change, as the scheme to support pensioners is set out by Central Government.
However, working age households in Nuneaton and Bedworth who will receive Council Tax Reduction from 1 April 2027 will be affected.

The Benefits team would like to hear your thoughts on the new scheme and have produced a survey questionnaire as part of the consultation for residents to complete.
Cllr Peter Gilbert, Portfolio Holder for Finance, said:
“This is a great opportunity for the Council to better understand residents’ needs and priorities when it comes to Council Tax Reduction.
“I encourage residents to share their views on the proposed changes. If alterations are made to the scheme, we want to ensure they work as effectively as possible for those use it.”
