Work is set to formally begin on developing a new Local Plan for Nuneaton and Bedworth Borough, which will guide how the Borough grows over the next two decades.

The Council is inviting residents, businesses and stakeholders to help shape this important plan from the start.

What is a Local Plan?

The Local Plan is a key document that guides how an area develops. It will play a central role in determining where new homes, jobs, community facilities and infrastructure are located, while protecting important green spaces, environmental and heritage assets.

It also includes policies which will guide decisions on whether planning applications can be granted.

Why does Nuneaton and Bedworth Borough need a new Local Plan?

Although the Borough Plan Review was recently adopted in December 2025, new Government Regulations introduced in March 2026 mean that some councils must begin preparing a new style Local Plan in line with set timescales.

This applies to authorities in England, where the adopted plan does not meet the governments relevant housing need threshold due to the difference between the current and future numbers of the houses the Council must plan for. Therefore, early work has begun on the new Nuneaton and Bedworth Borough Local Plan.

Launch of the Scoping Consultation - Nuneaton and Bedworth Borough Local Plan

Nuneaton and Bedworth Borough Council is seeking views from residents, businesses, landowners, infrastructure providers, community groups, people working in the Borough and other stakeholders on the scope of the Nuneaton and Bedworth Borough Local Plan as part of the early preparatory work being undertaken.

The scoping consultation will be the first in a series of statutory consultations held during the plan’s development. Your feedback, at this early stage, will help us identify the key issues affecting the Borough, understand local priorities, needs and opportunities and shape the vision, priorities and scope of the Nuneaton and Bedworth Borough Local Plan.

This is an important opportunity to influence the direction of the Plan before detailed policies and site options are prepared. The consultation also focuses on how people would like to be involved as the plan progresses.

Launch of the Call for Sites – Summer 2026

Landowners and developers are being asked by Nuneaton and Bedworth Borough Council to come forward with sites that may be suitable for future development within the Borough.

The Council is asking for sites of 0.25ha or above, that could be used for future development uses, to be submitted. These include:

  • Housing (such as market, affordable, older persons and gypsy and traveller accommodation)
  • Employment (such as offices, warehouses and industrial)
  • Retail (such as convenience stores and supermarkets)
  • Social Infrastructure (such as community centres, green space and schools)

All of the sites submitted will be subject to a detailed assessment in order to establish their suitability, availability and achievability in meeting the future needs of the Borough.  

Please note: Sites submitted during the 2024 Call for Employment Sites or the Call for Sites – Summer 2025 do not need to resubmitted unless the promoters of these sites would like them to be considered for alternative land uses.

Any sites submitted during historic Call for Sites processes, prior to the 2024 Call for Employment Sites, need to be resubmitted in order to be considered going forward.
