A mutual exchange is the swapping of homes by two or more council housing tenants without having to go through the housing application and bidding process. In a mutual exchange tenants not only swap properties but may also step into each other’s shoes in respect of the terms and conditions which govern the tenancy.

It is the tenant’s responsibility to find a person to exchange with. Council housing tenants can register with HomeSwapper free of cahrge to search for a mutual exchange.

Tenants are responsible for viewing the property they want to exchange to and ensuring that the property is of sufficient size to meet their needs.  Tenants are also responsible for ensuring that they are satisfied with the condition of the property they want to exchange to, as they will accept responsibility for any alterations or damage caused by the outgoing tenant.

Mutual Exchanges are a fast way to move to alternative council housing or housing association accommodation. By law, a landlord has 42 calendar days from the date of receipt of application, to give the tenants a decision on their mutual exchange application.
