The Inspector has amended the last paragraph of MM175 in the main modifications to include missing additional text. The amended main modifications are now available to download.

The Inspector has released his final report on the examination of the Borough Plan and has concluded that the council can adopt the Plan with the Inspector's recommended main modifications.

In light of the proposed inclusion of Site HSG12 the former Hawkesbury Golf Course, and in the interests of fairness to those who have made representations, the inspector will be holding a further hearing session in relation to this site.  He also considers, having now read the various representations on proposed main modifications, it would be necessary to revisit a limited number of other matters including the proposed alternative highways access to HSG4 Woodlands and to clarify matters in relation to a 5 year supply of deliverable housing land on plan adoption.

The additional hearing session will take place on Tuesday 19 February 2019, with Wednesday 20 February 2019 as a reserve.  Mr Spencer will determine who he needs to hear evidence from, but it is his intention that he only needs to hear from a small number of key participants to get the information he needs.

The Inspector has sent a letter to the council in relation to the Borough Plan following the main modifications consultation. The document has been named INS/37.

6 November 2018

The main modifications document has been updated to correct a typographical error for reference MM10, which previously under the footnote stated "d) includes 10% non-implementation rate for small sites". This has now been corrected to state, "d) does not include 10% non-implementation rate for small sites".

22 October 2018

We are extending the Borough Plan main modifications consultation for a further six weeks, meaning the consultation will now close on Monday 3 December 2018. The reason for the extension is due to a formatting error when converting the modifications to pdf, meaning three of the modifications were not shown to their full extent. These modifications were references MM117, MM154 and MM156. To show these changes, the main modifications document has now been updated to include the full extent of these modifications, and an additional document setting out just the modifications on MM117, MM154, MM156 has also been created.

20 September 2018

On the 20 Septebmer 2018, an addendum to the main modifications was added to the website, entitled Borough Plan main modifications addendum (2018).

6 September 2018

On Wednesday 5th September Cabinet approved consultation on the additional main modifications for a period of eight weeks. Consultation will begin on 12th September for 8 weeks. Further details will be added to the consultation page in due course.

A letter from the Inspector in relation to the former Hawkesbury Golf Course, Bedworth, has been added to the examination library as INS/35.

On Wednesday 25th July Cabinet approved consultation on the main modifications for a period of eight weeks, however the date is yet to be confirmed due to approval being sought from the Inspector on the content of the accompanying Sustainability Appraisal.

In relation to the publication of the revised National Planning Policy Framework, the Inspector provided the following statement: “On 24 July 2018 the Government published the final version of its revised National Planning Policy Framework.  For plan examination, transitional arrangements within the new Framework (Paragraph 214) mean that the policies in the previous 2012 Framework will apply where the Plan was submitted on or before 24 January 2019.  Accordingly, the Inspector has confirmed that the examination of the submitted Nuneaton & Bedworth Borough Plan, in terms of the test of soundness relating to “consistent with national policy”, will apply the 2012 Framework.”

The Stage 2 hearings have now closed. An indicative timetable, which is subject to change, is for the Inspector's interim findings to be published towards the end of April, main modifications to be published towards the end of May, and the Inspector's report to be published in early September.

Document NBBC/41 has been reissued to take account of labelling errors.

'Other' documents have been added to the library.

Cycle maps have been added to the library at NBBC/49 and NBBC/50.

In response to the inspector’s request the council have now added Sustainability Assessments for the proposed non-strategic housing sites, as well as individual matrices . These have been added to the examination library as NBBC/36.1 – NBBC/36.4. The Inspector's response to NBBC/36 is also available.

In September the Inspector envisaged the Stage 2 hearings commencing in mid-January 2018. The Inspector has reviewed the timetable and considers that the Stage 2 hearings should now take place from mid-February 2018, thus avoiding the need for statements being prepared over the Christmas/holiday period. Arrangements and a programme for the Stage 2 hearings will be confirmed in due course.

Also, the agenda and minutes for the extraordinary meeting of the council on 13 September 2017 have been added to the examination library as NBBC/31.1 and NBBC/31.2.

The Inspector has provided a response (INS/12) to a letter received from Gladman Developments (OTH/17).

The Council requested that the Cabinet Agenda for the Cabinet Meeting on 6th September be added to the examination library (NBBC/14).

The Inspector has accepted the request from Cllr Kondakor for a note on ONS updates and background information on migration statistics to be added to the examination library (OTH/18.1, OTH/18.2 and OTH/18.3)

24 August 2017

The Inspector has provided an updated version of the Stage 1 hearing programme (INS/11) and a note about the details of Day 1 of the hearings (INS/10).

The Inspector has asked that a letter from Howes Percival be added to the examination library (OTH/16).

23 August 2017

On 21 August 2017 the Inspector responded (INS/09) to a query from the Coventry & Warwickshire Chamber of Commerce (OTH/14). He has asked that their late representation be added to the examination library under the "other documents" category (OTH/15).

The hearing statements sent to the Inspector are now available to view for Matter 1, Matter 2 and Matter 3.

10 August 2017

On 3 August and 7 August 2017 the Inspector responded to a number of queries in relation to the MIQs (INS/06 and INS/07). The initial questions can be found in the Other documents added during the Examination

The Inspector asked that the report from the Warwick Council examination (OTH/11) be added to the examination library.

The Council has put forward an initial schedule of proposed minor modification for the Inspector to consider (NBBC/13).

The Inspector has provided an updated version of the Stage 1 hearing programme (INS/08).

On 24 July 2017 the Council sent the Inspector further information he had requested on the Duty to Co-operate.  The covering letter (NBBC/02) and the supporting documents can be viewed as part of the Borough Plan examination documents.

On 17 July 2017 the Inspector issued his Matters, Issues and Questions for Stage 1 of the hearings.  He also produced Guidance notes and a hearing programme.  These were sent directly to individual respondents and can be viewed as part of the Borough Plan examination documents.

13 July 2017

On 12 July 2017 the Inspector wrote to the Council regarding late representations (INS/02). He has asked for 4 late representations from statutory bodies to be added as examination documents. His letter, and the representations, can be viewed as part of the Borough Plan examination documents.

7 July 2017

On 28 June 2017 the Council wrote to the Inspector via the Planning Inspectorate regarding the recent submitted draft Local Plan (NBBC/01). The Inspector has now replied (INS/01). Both these letters can be viewed as part of the Borough Plan examination documents.
