Hackney Carriage/ Private Hire Driver, Operator and Vehicle Proprietor Licensing Policy

The Council is consulting on a new Hackney Carriage/Private Hire Driver, Operator and Vehicle Proprietor Licensing Policy. The new policy has been drawn up to include the requirements of the Department of Transport’s guidance document Statutory Taxi and Private Hire Vehicle Standards.

The policy also includes a penalty points system which is designed, not as a punishment, but an open and transparent scheme to monitor drivers, pperators and vehicle proprietors behaviour or conduct over a period and potentially alleviate further statutory action.

In line with Government and Local Authority thinking we are consulting on a new policy that promotes protecting children and vulnerable adults, but the additional requirements will benefit all passengers.

In addition, we are also consulting upon amending the Hackney Carriage and Private Hire Licensing Vehicle Policy in respect to the discontinuation of licensing new and/or replacement Hackney Carriage and Private Hire Vehicles which are Euro 4 vehicles or older. Existing Euro 4 vehicles will continue to be licenced until they are replaced by the proprietor of the vehicle. This will result in reduced emissions to the environment which is important when considering the number of miles hackney carriage and private hire vehicles undertake.
