Street Cleaning Programme

The Council is committed to meeting the street cleansing standards and code of cleanliness detailed in the Environment Protection Act 1990.

Litter in a public place is unsightly, dangerous to animals, and an offence. The average fine for littering is around £95, but can be up to £2,500. The council provide and maintain bins to try and prevent the depositing of litter in public places and arrange for the bins to be emptied on a regular basis.
 

Street Cleaning

We will clean streets to the grade A standard of cleanliness, which is set out in the Environmental Protection Act 1990.
 
We will return streets to grade A standard, in line with the time scale set out in the Environmental Protection Act (see chart). If the standard falls to grade B or below between 8pm and 6am, we will return it to grade A by 8am.
 
The shopping streets in the town centres, where there are a lot of people, will be grade A after cleaning. If this falls to grade B, it should be grade A within six hours. If it falls to grade C, it should be back to grade A within three hours and grade D should be back to grade A within one hour.

  • We will empty litter bins often to stop them overflowing.
  • We will collect rubbish dumped at the roadside within the timescales set out in the chart, after we have been told about it.
  • During very bad weather conditions we will stop our normal street cleaning and concentrate on clearing footpaths. The following places will have priority.
    1. All emergency service entrances.
    2. All bus stops, pedestrian crossings and traffic light junctions.
    3. All school entrances and old people's homes.
    4. All railway station entrances.
    5. All bridges, hilly areas and roads with sloping footpaths.
    6. All entrances to public buildings (toilets, libraries and so on).
    7. Shopping, market areas and footpaths on the main roads.
 
When we spread salt, especially on footpaths, we will try not to let it inconvenience you. During bank holidays and weekends, we will run a basic cleaning service to cover the main shopping areas.
 

Help us to help you

  • Do not drop litter on the roads. We will take action if you do.
  • Take rubbish home or place it in a litter bin.
  • Store your refuse in the bin provided on your property.
  • Do not let your car leak oil on the road.
  • Do not park on gutters.
  • Do not park on the pavement as this is against the law and you can be fined.
  • Park your car sensibly so that we can sweep the channels.
  • Do not allow your dog to foul in public places. If they do please take it to the nearest dog bin or take it home.
  • Use your recycling centres.
