Housing Capital Programme 2006/07
Kitchen and Bathroom Refurbishments
We have listened to what our tenants have said they want in the way of repairs and renewals to their homes, and for most of them a new kitchen or bathroom is very high on the agenda. The following figures reflect the steady investment the Council has made in this area over the last three financial years, with a total of 252 properties benefiting from the installation of a new bathroom:

Over the same period, a total of 129 tenants benefited from modernisations carried out to downstairs toilets.
It is anticipated that bathroom and shower installations for the year 2006/07 will be approximately 238. This figure may vary, depending on what work is identified by the surveys to properties, and we are targeting some of our oldest properties first, in Arbury and Furnace Fields.
Similarly, kitchen replacements have also increased significantly over the last three financial years, with a total of 528 homes receiving new kitchens, as the following table shows:

Here again the proposed figures for 2006/07 may be subject to change, however, both bathroom and kitchen replacement schemes have been greatly enhanced as a result of the Council’s newly established Housing Refurbishment Partnering Programme.
Additional power sockets have also been installed where necessary, and often bathroom and kitchen refurbishments have necessitated an upgrade of electrical systems. This year’s electrical rewire programme is very much linked to the electrical works identified in kitchen and bathroom surveys.
Central Heating
The following table indicates that a total of 371 properties received new central heating systems in the financial years 2003/04, 2004/05 and 2005/06. Some 59 properties within the Borough still have solid fuel appliances and gas central heating has been offered to all tenants in these properties.

District Heating Schemes
Over the same period, 2003-2006, some 444 properties have benefited from the district heating programme in the following core areas:
· New Boiler programme – replaced with condensing boiler systems
· Hot water condensing systems
· Hot water separation for energy efficiency
· Control panel renewals, plant modifications, JELNET and control reconfigurations.
Roof Renewals
797 properties had the benefit of roof renewal works over the same period, as illustrated below:

Included in the figures for 2004/05 are properties at Alwynne Freeman Court, Hall End, Black-a-Tree Court, Conifer Court, Kingswood Court, Reg Haddon Court, Byford Court, The Poplars, The Grove and The Chines, where some 245 properties benefited from improvements to communal roof areas. In 2005/06 communal roof areas included Leonard Perkins House, Shepperton Court, Priory Court, Windsor Court and Cheveral Place.
Proposals for 2006/07 include properties in Vernons Lane, Caldwell Court, Franklin Court, Bradestone Road and Sunnyside Court, where approximately 82 properties will have replacement roof membranes.
Door Security Systems
Feeling safe and secure in their homes is very important to our tenants and leaseholders, many of whom have benefited from the installation of door entry systems, and other security measures involving fencing, lighting, and environmental works aimed at improving the general appearance at a number of locations throughout the Borough.
In 2003/04 a great deal of work was carried out at Lexington Court, where 136 properties had the advantage of much improved external works involving the demolition of sheds and car park resurfacing.
Lydgate Court schemes, in both Bedworth and Nuneaton, Mount Pleasant, Meadow Court (part) and Park Lane all had door security systems fitted in 2003/04. Tom Ellis Court had a new installation in 2004/05, together with CCTV cameras and floodlighting. The Council’s hostel properties have also been fitted with door security systems. Some 427 properties within the Borough benefited from the additional safety and security afforded by door entry systems, during the period April 2003 to March 2006, as illustrated by the following table:

Schemes proposed for 2006/07 are Ashby Court and Dempster Court, where a total of 91 properties will benefit from increased security measures. Dempster Court will be further enhanced with the installation of external ramps, steps and landings.
Replacement Door Programme
The replacement door programme began towards the end of 2005/6, with residents in ground floor flats at Lydgate Court, Nuneaton, being the first recipients of the new composite doors.
It is proposed that a further 372 properties will receive new doors throughout the 2006/07 programme.
Fire Detection and Alarm Systems
A new programme of works for 2006/07 has now been devised, following discussions with officers at Warwickshire County Council’s Fire Service. The programme includes general purpose flats at Sandringham Court, Balmoral Court and Byford Court.
In the years 2003/04, 2004/05 and 2005/06 over 400 properties have benefited from the installation of Category L1 Fire Detection and Alarm systems, which provide full life protection for our residents. Catherine Ward Hall and James Diskin Court also had emergency lighting installed in 2005/06.
Fascias, Soffits and Rainwater Goods
A total of 519 homes received new fascias, soffits and rainwater goods, as set out in the table below, and this year’s budget provides for approximately 165 properties to be upgraded this year:

Environmental Works
Over the last three years we have carried out a wide range of works across the Borough to improve the environment in which people live. These works include: new and improved lighting for car parks, garage sites and footpaths; new security fencing; removing old and disused storage sheds, garages and bin housings; replacing worn out paving or tarmac with new; creating scooter housings to store and charge-up mobility scooters.
We plan to carry out similar works in future years, reflecting the priority that people give, not just to their homes, but to the area around them too.
