Appealing against your council tax band
 
If you have reason to believe your band may be wrong, please contact Coventry Valuation Office (VOA) at Sherbourne House, 1 Manor House Drive, Coventry CV1 2TG or telephone 03000 505000 or email: birminghamgroup.vo@voa.gsi.uk and ask to have it reviewed. (Please note that if your dwelling is already in band A, the lowest band, the VOA cannot reduce the band further).
 
If having raised your query with the VOA, you still believe your banding is wrong, you can make a formal challenge (known as a proposal to alter the list) but only under limited circumstances. Generally, you can make a proposal within six months of:
 
  • becoming a new council tax payer for a property
  • the VOA notifying you that your banding has changed.
 
You can appeal at any time if:
 
  • your property has been demolished
  • physical changes in the local area or to the property itself has had an adverse effect on the 1st April 1991 market value
  • your property has been adapted to make the property suitable for someone with a disability.

Appeals - Other
 
If you think that your bill is wrong, you must first write to us stating the reasons why you believe it is incorrect. For example, you may consider that you are not liable for council tax (ie: you are not a resident or owner), or your dwelling should be exempt or you think a mistake has been made when calculating your council tax bill.
In the event that the council believe the bill is correct and therefore agreement cannot be reached, the council tax payer may be referred to an independent service to submit a formal appeal. This service is known as the Valuation Tribunal Service ('V.T.S.') and they may hear appeals against:
 
  • Council Tax liability (including discounts, exemptions and disablement relief)
  • Completion notices
  • Penalties
  • Valuation List Appeals
