Council tax is payable on domestic dwellings and is charged by the local authority to pay for the services it provides. The council tax band charges are published each year together with information on how they are assessed, eligibility, how to pay etc.
Depending on your circumstances status discounts can also apply, which will reduce the amount you pay. Please refer to Council Tax Liability for more information. All the information relating to how your bill is calculated and how the money is used is sent with your bill. Council Tax replaced the Community Charge (also known as the Poll Tax) and came into effect on 1/4/93. It is a property tax which takes into account the number of adults living at the property so it is based upon the open market value of the property and the number of people aged 18 or over who live there.
The amount of the Council Tax is set and the tax is collected as laid down in the Local Government Finance Act 1992.
Each property, i.e. house, flat etc. is placed into a band according to its assumed open market value as at the 1st April 1991.
The Valuation Office (an agency of the Inland Revenue), carries out the property valuations. Properties and their bands are listed in the Valuation Lists, which are available for inspection.
