Leaseholders Information
Leaseholders
If you buy a house, you will usually buy the Freehold and become the outright owner. If you buy a Council flat, you will become a leaseholder and Nuneaton & Bedworth Borough Council remain the owner.
Normally, this means that you will be responsible for the interior of your home whilst your landlord will be responsible for looking after the structure and exterior of the block. You will have to pay for day-to-day repairs works through annual service charges. It is in your interest as a Leaseholder, and also the Council’s interest as landlord, to ensure that your home is properly maintained and that any communal parts of flats and maisonettes are cleaned and well maintained.

Service Charges
This is the cost you pay to the Council for your share of managing, maintaining, repairing and providing services to communal areas where you live. Included in this charge are items such as cleaning of communal areas, grounds maintenance, landlord’s lighting, general and maintenance costs, management costs and other costs relating to the area where you live. These costs are variable, depending on the level of service provided or work required. In April each year you will receive an estimated charge. This is an advanced charge based on the estimated cost of providing all the services for the forthcoming financial year, i.e. 1st April to March 31st.

Major Works
Major works or improvements can be of varying works and can include roof renewals, lift renewals, fascias, soffits and window replacements. As a Leaseholder you will contribute towards the costs of major repairs and improvements. Where the Council intends to carry out major works, a consultation process will take place with you and other leaseholders, and you will be charged a proportion of the cost.

Building Insurance Charge
Maintenance by the Council
The Council is responsible for maintaining all common roads, access ways and paths within the grounds which are used by all residents, all structural and external parts of the building of which your flat is a composite part, dependant on the terms of your lease. This would include:
- roofs – covering and structure, rafters, joists and battens etc., chimneys
- concrete floors, i.e. beams, slabs and screeds.
- timber floors, i.e. joists and beams
- walls, foundations
- window frames and entrance doors
- gutters, rainwater pipes
- gas, water and electric supply to your flat/maisonette
- any door entry phone and cables
Common parts include entrance lobbies, stairs and walkways.
