Local Development Framework

The 2004 Planning and Compulsory Purchase Act introduced a new development plan system for England which replaced Local Plans with Local Development Frameworks (LDF).
The LDF will set out the spatial planning strategy, policies and proposals for Nuneaton and Bedworth. It comprises of a folder of documents that guides planning and development over the next 15 to 20 years, providing a planning framework which gives certainty for long term planning and investment decisions.
The LDF is comprised of a suite of documents including the Nuneaton and Bedworth Borough Plan (formerly known as the Core Strategy).
The Local Development Framework consists of:
- The Borough Plan: this document sets out the spatial planning framework for the long term development of the Borough.
- Local Development Scheme (LDS): this document sets out the preparation timetable for the documents that the Council will be producing as part of the Local Development Framework.
- Statement of Community Involvement (SCI): this document sets out how the Council will involve the community in the preparation of the Local Development Framework. It also sets out the procedures and arrangements for involving the community when considering planning applications and major proposals for development.
- Annual Monitoring Report (AMR): this document is a position statement setting out our monitoring strategy in relation to LDF indicator requirements.
When Will The LDF Be Prepared?
The planning policy team is currently working on the preparation of the LDF for the Borough to replace the 2006 Nuneaton and Bedworth Local Plan.
The Council conducted an Issues and Option consultation in June 2009. The results of this are helping the Council in preparing the Borough Plan and work is currently ongoing in preparing the Preferred Option. It is anticipated that this will go out for consultation in 2012.

Evidence Base
The LDF has to be based on a robust, credible evidence base. In preparing Nuneaton and Bedworth’s development framework there are a number of studies that have been undertaken that contribute to the LDF evidence base.
