Referenda can be called by a number of different bodies such as parliament or a local council. In the past referenda have been called to find out if the public wish to enter the European Community organisation and to see if London residents wished to have a London mayor.

The Local Government Act 2000 provides for 5% of a borough's population to petition their council to hold a referendum on whether the residents of the borough would want an elected mayor running the council.
