Single Equality Scheme 2009 to 2012
There have been many pieces of legislation over the years focusing on the issue of inequality. There have been as many as nine Bills and over a hundred amendments to legislation designed to address inequality in society.
However, these actions have often been specific to an equality strand. Since the year 2000, the Council has had specific duties placed on it to address Race, Disability and Gender.
The new Equality Bill, announced in Parliament in December 2008, looked to simplify the law and become more inclusive of everyone.
Now, the forthcoming Equality Bill will:
- Introduce a new Equality Duty on the public sector - this will combine the Race, Disability and Gender Schemes into one and include Age, Sexual Orientation Religion and Belief and Gender Reassignment
- Introduce a new public sector duty to consider reducing socio-economic inequalities
- Use public procurement to improve equality
- Ban age discrimination outside the workplace
- Introduce gender pay and equality reports
- Extend the scope to use positive action
- Strengthen the powers of employment tribunals
- Protect carers from discrimination
- Protect breastfeeding mothers
- Ban discrimination in private members’ clubs
- Strengthen protection from discrimination for disabled people
The Equality Bill is due to become an Act of Parliament in spring 2010.
In light of this impending legislation, the Council has reviewed its policies and procedures and has brought its Race, Disability and Gender Equality Schemes, along with its Equality and Diversity Policy and Corporate Equality Plan together to create this Single Equality Scheme. This encompasses all strands of equality and all of the community so that the Council has a duty to everyone when it comes to promoting equality and valuing diversity within the Borough.
