The Local Government (Miscellaneous Provisions) Act 1982 requires that all persons that carry out tattooing, ear piercing, acupuncture and electrolysis be registered with the local authority.
The Business regulation and Support Section carries out the inspection and registration of premises carrying out skin piercing (ear piercing, tattooing, electrolysis and acupuncture), and gives advice on such.

Eligibility, Penalties & Regulation Summary
The legislation applicable to this registration is the Local Government (Miscellaneous Provisions) Act 1982. Details of the Act and penalties can be found at OPSI
Fees
- For tattooing registration £202.40, piercing £99.60, acupuncture £99.60 and electrolysis £99.60.
- These fees are separate and if one business conducts all three activities – all three registration fees must be paid.
- You must provide the specific information required by the form including details of your premises and details of any previous registrations
Application Evaluation Process
On receipt of your application contact will be made with you within three working days to arrange an inspection of the premises. If this is satisfactory you will normally receive a certificate of registration within 14 days of the inspection.
The officer will have to be satisfied that the person carrying out the skin piercing is competent to do so and that adequate hygiene precautions are in place. There are bye laws concerning the premises that must be adhered to.
The premises are subject to a health & safety inspection on a regular basis at a frequency dependent upon their risk status.
This is not an annual registration.
Will Tacit Consent Apply?
Tacit consent will not apply.
If ‘tacit consent’ applies it means that an application is automatically approved if a decision is not made within the above decision period. In all other cases approval can only be obtained following the decision regardless of the time taken.
It is in the public interest that we must process your application before it can be granted. If you have not heard from us within a reasonable period, please contact us.
Public Register
There is no register of those registered to carry out skin piercing.
To appeal against decisions
An applicant whose application is refused or who objects to a condition attached to an approval has a right of appeal. An explanation of the right of appeal will be provided at the same time as the decision.
