The Gambling Act 2005 created a new system of licensing and regulation for gambling and lotteries with existing controlling legislation being repealed.

Responsibility for betting, casino gaming and bingo premises transferred to local authorities from local licensing justices and in other areas such as lotteries and gaming machines the law has been updated.
 
The major functions of licensing authorities under the Act are to:
• license premises for gambling activities;
• grant permits for gaming and gaming machines in clubs and miners’ welfare institutes;
• regulate gaming and gaming machines in alcohol licensed premises;
• grant permits to family entertainment centres for the use of certain lower stake gaming machines;
• grant permits for prize gaming;
• register small societies’ lotteries.
The new Act came into force on 1st September 2007.
